How It Works: Applying A 2290 Credit To A New Truck

Have you had a taxable vehicle that was sold, destroyed, or stolen before June 1 of the current tax year? It happens, but hey you just keep on truckin’ and get a new truck, but do you know how to claim a credit for your sold/destroyed/stolen truck and apply it to a 2290 HVUT for your new truck?

Believe it or not, it is a really simple process. You can e-file your 2290 for your new truck and apply a credit from your sold/destroyed/stolen truck all at the same time. Let’s go over how the process works in ExpressTruckTax.com

First make sure you have the information needed for the new truck: VIN and vehicle gross weight. For your sold/destroyed/stolen truck you will need:

  • date of sale (or when it was taken out of service)
  • first used month & year of the 2290 return when you paid the taxes for this truck 
  • VIN
  • taxable gross weight 

If you don’t have an account with ExpressTruckTax, that’s not a problem, you can create an account now.
Once you are logged in and on the dashboard page, select “Start New Return”. Choose the option on the left for Form 2290. Then follow the prompts to enter you new truck as a taxable vehicle.

NOTE: If the truck will be traveling less than 5,000 in one year (or less than 7,500 for agricultural trucks) you will enter your new truck information under “Suspended Vehicles”.

After you have entered your new truck information, you will click on “Next” in the bottom right corner until you hit the Sold/Destroyed Credits page. On this page you will enter the information for your truck that was sold/destroyed/stolen.

Once you click on “Save”, you will see the applied credit on the right side of the screen (under Total Credits). Then you simply proceed through the final steps of the e-filing process to transmit your return to the IRS.

IRS Form 2290 Reasons for Rejection: Name Control

E-filing with the IRS is like being on a dating game show. If you do not do everything the way they require it, you are rejected. But unlike a dating game, the IRS does give you a second chance, and a third, and a fourth, and…well you get it. When using ExpressTruckTax.com, you can resubmit a rejected return as many times as you need to win acceptance from the IRS.

In the first part of the – Understanding IRS Form 2290 Reasons for Rejection  Blog Series – I went over the most popular reasons for rejection we see here at ExpressTruckTax. There are a few more that you should be aware of to avoid IRS rejection, the first is Name Control Rejection.

What is a name control?
For the IRS to process your return, they use a name control ( a sequence of characters derived from a taxpayer’s name). The name control and EIN must match for the return to be accepted.

When you apply for your Employer Identification Number (EIN), the IRS establishes your name control from the legal name listed on the Form SS-4 Application for Employer Identification Number.

Why is the name control important?
When e-filing your 2290 with ExpressTruckTax, the EIN and name control needs to match what is listed in the IRS e-file database. If what you entered on the return does not match what the IRS information for your business, then the return will be rejected.

Can I verify my corporation’s name control prior to e-filing?
You sure can. Here is where the IRS is so sweet and considerate because they provide a handy-dandy Business & Specialty Help Line at 1-800-829-4933 to check your information prior to e-filing. The hours of operation for the help line are 7am – 7pm local time, Monday through Friday.

If my return is rejected due to  name control mismatch, what do I do?
First, make sure to stay calm, this a fixable problem. Your next step is to check the EIN on the rejected return and make sure it is correct. (REMEMBER: If it is a brand new EIN, it will take up to 10 business days to register in the IRS e-filing database.) If everything looks correct and you are still getting rejected because of EIN/Name Control mismatch, the IRS asks for you to call the e-Help Desk at 1-866-255-0564 and follow the prompts for assistance.

Understanding IRS Form 2290 Reasons for Rejection

It’s TruckerTuesday, and I hope you’ve got your ears on for some important information regarding your 2290 HVUT.  IF you don’t know what a 2290 HVUT is, let me fill you in…


Form 2290 Heavy Vehicle Use Tax, is required to be filed by the IRS if you operate a truck or other vehicle categorized as a heavy highway motor vehicle on public highways. When you e-file Form 2290 with ExpressTruckTax.com your receive a Stamped Schedule 1, which serves as your proof of payment (or proof of filing if tax is not applicable) and needed at the DMV to register your tags. A copy of your Stamped Schedule 1 should be kept in your cab with all your other required documents just in case, especially with the big Road Check 2014 coming up June 3-5. 


One of the best ways to avoid having your 2290 rejected by the IRS is to know the most common reasons for rejection:

Mismatch of EIN with Business Name
This particular rejection can have two meanings:

     1. The EIN that you entered does not match what information the IRS has on record. You can always call the IRS Excise Hotline at 1-866-699-4096 to find out what information the IRS has in their system.

     2. If your EIN is brand new, it takes – on average – 10 business days for the EIN to register in the IRS system for you to e-file. So if you try to e-file your 2290 the same day you receive your EIN, it will be rejected and the reason will be the “EIN does not match business name”. When your EIN is registered in the IRS system you can simply re-transmit your 2290 return (for free) and it should be accepted as long as there are no other errors.

    Routing Transit Number (RTN) Rejection
    If you choose to pay your 2290 excise tax (if any) using the Electronic Funds Withdrawal (EFW) option, a bank routing number is required. If you enter the wrong information for your routing number your 2290 will be rejected. You can correct the routing and re-transmit to the IRS and should receive confirmation of acceptance in only a few minutes.
     – Please Note: If you enter the incorrect routing number or bank account number and the return is accepted, you will need to contact the IRS to resolve the issue. So it is best to double check your numbers before transmitting to the IRS. 
    Duplicate Filing of IRS 2290
    Your 2290 can only be accepted by the IRS one time. If you receive this particular rejection, it means your 2290 has already been filed and confirmed by the IRS.
    To avoid receiving a rejection notice, make sure your EIN and business name are correct and double check your banking information. If you do not have an EIN, you can easily apply for one on the IRS website. It is best to get one now so your EIN will be registered in the IRS filing system long before the 2290 deadline.

    If you placed your vehicle on the road in March, the deadline to file Form 2290 for Heavy Vehicles is Wednesday April 30th. That’s tomorrow!     3 Ways To Pay Your IRS Form 2290 HVUT

    When e-filing your IRS Form 2290 with ExpressTruckTax.com, for the Heavy Vehicle Use Tax, you have 3 options for paying the tax. Before we get into the options, lets me start by saying you can not pay the IRS with a debit/credit card.

    Here are the options the IRS does accept:

    1. Electronic Funds Withdrawal (ETF) – The most popular option, you can choose to have the IRS payment taken directly from a bank account. You just enter in the routing number and bank account number. Just double check and make sure the numbers are correct before you transmit your return to the IRS. Hit that ctrl+ combination to zoom in, and go through those numbers carefully.  You will not be able to amend this error on your return after it has been accepted by the IRS.

    2. Check/Money Order – This is great option if you are hesitant about using your bank routing and account number. The first option is more convenient, but some people still like doing things old school. If you choose this option, you will be emailed a payment voucher after you transmit your return to the IRS. Then all you will do is print out the payment voucher and mail it in with the check/money order. The voucher will have all the directions for what to put where. You want to have the check/money order in the mail as soon as possible, but no later than a week after transmitting the return. Make sure to hold on to the money order stub just in case you need to verify you sent the payment, always good to have some insurance.

    3. Electronic Federal Tax Payment System (EFTPS) – An EFTPS account is a tax payment service provided by the US Dept of Treasury. You can enroll in this service for free and once you receive your credentials, you can pay any tax due to the IRS using this system. You will not choose this option if you do not have an EFTPS account set up beforehand. Visit EFTPS.gov for more info on setting up this type of account.

    Each payment method is processed directly by the US Treasury. Regardless of the payment method you choose you still receive your Stamped Schedule 1 via email within minutes of your return being accepted by the IRS. This is because you have either paid or made an electronic promise to pay the taxes due. If your Stamped Schedule 1 is not showing up in your email, you can always log into your ExpressTruckTax.com account and access it on the Dashboard page.

    How To Keep Your Form 2290 From Being Rejected By The IRS

    The IRS may reject a return for various reasons, but there are 4 main reasons we at ExpressTruckTax run into.

    1. Business Name or EIN does not match what the IRS has on file.

    The Business Name and EIN must match exactly what the IRS has on file. For most owner-operators, your name will be your Business Name because that is what is on your title – it just makes it easier. The IRS no longer accepts social security numbers as an EIN. If you have forgotten what business name or ein that is registered with the IRS, you can call their EIN hotline to find out. Just dial 1-800-829-4933. If you do not have an EIN, you can easily apply for one online at www.irs.gov/businesses/small.

    2. Duplicate filing

    The IRS will only accept one filing for a specific truck, meaning, you can’t file twice for one vehicle. When filing through ExpressTruckTax, you can see what trucks you have filed for already on your Dashboard page. It is best to call the IRS Excise Tax Hotline if you get this error message – the number is 1-866-699-4096.

    3. Bank Routing number is incorrect

    It happens, where you put in a wrong number for your Bank Routing information. The best thing to do is call your bank and make sure you have the correct routing number and compare it to the number you entered into the payment information. You can log into your ExpressTruckTax account an double check the payment information you entered.

    4. EIN has not registered in the IRS system yet.

    If you get a brand new EIN, it takes up to 10 business days to register in the IRS system before you can file. You will get an error message that says your EIN does not match what the IRS has in their system, but that is because it has not been entered into their records yet.

    Before you begin filing your Form 2290 HVUT make sure to have all the correct business information. If you choose to pay by Electronic Funds Withdraw, where the IRS payment comes directly out of your bank account, make sure you have the correct routing and account number.

    Did You Put Your Truck In Service During February 2014? 
    If your truck was first used in February 2014, you will need to file a Form 2290 HVUT by March 31st. When a new vehicle is placed into service, the Form 2290 must be filed by the last day of the following month. Filing a 2290 is simple and you receive your Schedule 1 back in a matter of minutes when using ExpressTruckTax.

    What is a 2290 HVUT?
    The 2290 is an annual federal highway use tax paid to the federal Internal Revenue Service (IRS) on vehicle operating on public highways at a gross weight of 55,000 lbs and greater. The federal government distributes revenues back to the states for highway construction and maintenance projects.

    Do I pay for the entire year if my first used month was February 2014?
    No, your tax will be prorated based on the number of months the vehicle will have been used during the tax year. If a vehicle was used during any part of a month, the tax will be calculated for that month as a whole. For example, if a vehicle was used on February 27th, it will be taxed as though it was used the entire month, regardless of the fact it was only used for a couple of days, and the tax will be based on 5 months, instead of the full year.

    Transferred Truck During 2290 Tax Year

    A common question our Support Team at ExpressTruckTax receives is how to handle the situation when a vehicle is transferred to another company during the tax year.  Assuming the Form 2290 was filed and the tax was paid for the current year, you would need to file a new Form 2290 under the new business name and EIN.  On the return, you will be able to claim the refund for the taxes that were paid under the previous business name and EIN.  You will need to call the IRS directly and they will walk you through the process or you can have a service provider, like ExpressTruckTax Plus to do it for you.


    NOTE: The Form 2290 must be filed no later than the end of the month following when the transfer took place.  Example, if you formed a new business and the vehicles began operating under the new business name in February, your Form 2290 would have to be filed no later than March 31st.  If you file after March 31st, the return will be considered late and you may incur penalty fees.

    What is the Heavy Vehicle Use Tax Used For?

    The Heavy Vehicle Use Tax or HVUT is an annual fee assessed on heavy vehicles operating on public highways at registered gross weights equal to or exceeding 55,000 pounds. The gross taxable weight of a vehicle is determined by adding the unloaded weight of the motor vehicle and any trailers together with the maximum load customarily carried on-road by the truck-trailer combination. IRS Form 2290 is filed annually to pay the HVUT due on the taxable vehicle and proof of payment is the Stamped Schedule 1.


    The damage to the road surface caused by heavy trucks is 160,000 times more than that of a car, according to the findings of the American Association of State Highways Official (AASHO) road test. The tax, which is based on the vehicle weight, is a significant source of transportation funding in the US. The HVUT ensures that operators of heavy trucks pay a little more for the highway network relative to the motorists than the light trucks who meet their responsibility through other forms of taxes (e.g., registration fees, motor fuel taxes) but do less damage to the system.  The monies collected are used to help pay for road repairs and maintenance.
